Planning Associate 3 (Computer Applications & Systems Design)
(Technical Project Manager)
Division of the Deputy Commissioner, Office of Information Technology

Under direction of a manager in the Office of Information Technology, supervises the monitoring and maintenance of department databases and computerized systems; plans the design, programming, and implementation of information systems; supervises the development of education programming by conducting analyses and evaluation of educational programs, surveys, needs assessment, and related research; included in these responsibilities are supervising  the establishment, maintenance, and evaluation of programs and fiscal data related to state and federal formula aid and discretionary grant applications and allocations; performs mandated regulatory functions; performs work of considerable difficulty and works with a high level of independence; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff.

Plans the delivery of software and other technical systems; elicits and documents processes requiring technical solutions; resolves issues related to the delivery of technical systems; identifies and designs efficient software system usage patterns and user interfaces; structures departmental data and aligns collected data with department initiatives and operations; conducts technical reviews of software systems; does other related duties.


Education: Graduation from an accredited college or university with a Master's degree in Educational Administration, Public Administration, Computer Science, or a related field.

Experience: Five (5) years of experience in system design and computer programming on a mainframe or a PC LAN environment.  The following knowledge and abilities are preferred:

  • Ability to create and maintain high-level and detailed project plans.
  • Ability to coordinate technical and non-technical resources, tasks, and deliverables.
  • Ability to describe business processes and rules and translate those into technical system requirements.
  • Ability to create use cases and user stories.
  • Creating detailed project plans and timelines for IT projects and tracking progress of work against those plans.
  • Scheduling and coordinating tasks in all phases of the software development lifecycle (SDLC).
  • Identifying and coordinating the resolution of issues impacting project timelines.
  • Facilitating IT project meetings.
  • Gathering and documenting functional and nonfunctional system requirements.
  • Reviewing technical designs and source code.
  • Creating logical data models.
  • Conducting user experience (UX) analysis efforts and creates user interface (UI) designs.
  • Knowledge of web system design.
  • Knowledge of Java.
  • Knowledge of object-oriented (OO) principles and coding best practices.
  • Knowledge of relational databases (RDBs) and data modeling best practices.
  • Knowledge of the software development lifecycle (SDLC).
  • Knowledge of agile development practices.
  • Knowledge of wireframing.

Note: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of college.  Applicants wishing to substitute additional experience for the required Master’s degree, must possess a total of six (6) years of combined education and experience, in addition to the required experience cited above.
