Job Summary The City CIO provides vision and leadership for developing and implementing information technology initiatives in support of the City’s services to the community and City employees. The CIO directs the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness, service quality, and customer satisfaction. Ensures the effective and efficient use of technology and data to support City operations and service delivery by establishing appropriate management and governance structures, technology plan and standards, security and security risk management strategy and structures, operating practices and technology investment. Essential Duties and Responsibilities: Strategy & Planning: · Monitors trends, innovations, and leading practices to set and implement a vision for technology and information that improves or makes more accessible services to residents and optimizes City operations. · Participates in strategic and operational governance processes of the City’s business organization. ·Leads IT long range strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, security and management of current and future IT systems across the organization. · Develops and maintains an appropriate IT organizational structure that supports the needs of the various City departments. · Establishes IT departmental goals, objectives, and operating procedures in alignment with the City’s Vision, Mission, and Values. · Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development. · Assesses and communicates risks/benefits associated with IT investments. · Develops, tracks, proposes, and controls the information technology annual operating and capital budgets through the Budgeting for Outcomes process. · Develops business case justifications and cost/benefit analysis as needed for IT spending and initiatives. · Directs development and execution of an enterprise-wide disaster recovery and business continuity plan. · Assesses and makes recommendations on the improvement or re-engineering of the IT organization. ·Reviews and analyzes City programs, operations and associated costs; forecasts departmental progress regarding stated objectives and future needs. Acquisition and Deployment: · Coordinates and facilitates consulting with City staff stakeholders to define business and systems requirements for new technology implementations. · Approves, prioritizes, and controls projects and the project portfolio as they relate to the selection, acquisition, development and implementation of major information systems. · Oversees the review of hardware, software, and network acquisition and maintenance contracts and pursues master agreements to capitalize on economies of scale. · Supports, RFP process, contract review and contract negotiations · Defines and communicates the City’s plans, policies, and standards for acquiring, implementing, and operating IT systems. · Ensures Purchasing/Procurement code compliance, policies, procedures and ethics. · Develop Model RFPs by leveraging national resources and technical bodies (ex: IACP) Operational Management: · Ensures continuous delivery of IT services through oversight of service level agreements with City departments and monitoring of IT systems performance. · Ensures that IT system operation adheres to applicable laws and regulations including the Red Flags Act and other data protective regulations like GDPR · Ensures and monitors the presence and performance of a Cyber Information Security Officer to oversee City’s cyber security · Establishes lines of control for current and proposed information systems. · Keeps current with trends and issues in the IT industry, including current technologies and prices. Advises, counsels, and educates City executives and management on the competitive or financial impact of various technologies. · Advises City executives on security investments and risk tolerance. · Promotes and oversees strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations. · Supervises recruitment, development, retention, and organization of all IT staff in accordance with the City’s Budgeting for Outcomes process and personnel policies. · Ensures compliance by IT professionals throughout the City organization with adopted City IT standards, practices, and plans. · Advises City executives regarding business process improvement opportunities and re-engineering for improved performance. · Ensures fully functional helpdesk management system, appropriate staffing, and adequate reporting/analytics to measure service level performance and identify priority focus areas for Continuous Improvements/Projects/Programs. · Ensures appropriate Job Architecture and associated organizational transformation. Ex: CALEA, CJIS, Local Govt, Privacy, Infosec, cybercrime etc. Required Education and Experience: College degree or equivalent work experience. Position may require functionally related certification or advanced degrees Bachelor's degree in management information systems, computer science or related field from an accredited college or university Master's Degree Preferred Minimum eight years of significant management experience over multiple technical program areas; or equivalent combination of education and experience.
